The team contend that it is realistic to develop the VROM site in the short term. Therefore a new urban zoning plan is developed. Two volumes are proposed on Koemarkt that will redefine the public space. The present development is clustered in a single-storey volume in the middle of the square, the roof forming a small park. A three-storey volume with public functions and apartments is proposed on the water side of Koemarkt. Koemarkt is also the starting point for a long promenade with illuminated porches through the 'Distillery Cluster' area.
